What Is the Cédula de Identidad in Paraguay?


The Cédula de Identidad is a fundamental legal document in Paraguay. It is the official identity card issued to Paraguayan citizens and foreigners with valid residence permits.

How to Obtain the Cédula de Identidad in Paraguay


The application process is carried out in person at the Departamento de Identificaciones, which belongs to the Paraguayan National Police. The main office is located on Avenida Boggiani and Campos Cervera, Asunción.

Foreign applicants must submit specific documents, most of which must be apostilled and notarized.


Required Documents for Foreign Residents in Paraguay


Foreign citizens applying for a Paraguayan ID card must present the following documents:

  • Certificate of temporary or permanent residence

  • Notarized copy of the Carnet de Admisión de Extranjero (residence card)

  • Original passport and notarized copy

  • Original birth certificate, issued and apostilled in the country of origin, plus a notarized copy

  • Criminal record certificate from the country of origin or last country of residence (or any country where the applicant lived during the last 3 years), apostilled, plus a notarized copy

  • Certificado de Vida y Residencia (Life and Residency Certificate) issued by the Paraguayan National Police

  • International criminal record certificate issued by Interpol

  • National criminal record certificate issued by the Paraguayan police

  • Carnet de Registro de Extranjeros issued by the Paraguayan police

Steps to Obtain the Paraguayan Cédula de Identidad
